Most Competent Authorities require already today that each electronic communication is signed by the sender with an electronic signature. This process assures the authenticity of the sender and the unchanged origin of the message content. For many operators though, achieving and maintaining compliance in that regard is complicated because it requires the procurement and the installation of a signature card or trusted certificates.

Having crosschecked with the Competent Authorities, the transposed legislation of the ETS directive allows so called “dedicated representatives” to maintain an VPS account and submit reports or declaration on behalf of the operator and sign on behalf of the operator.

Tasc4Aviation acts in this role and would assure that all communication between C.A. (Competent authority) and A.O. (Aircraft Operator) will be done using the VPS and the QES. Communication between AO and Tasc4Aviation would be done with regular Email. There are forms to be filled out (it wouldn’t be Europe without it) but that is a way forward to take the problem of VPS and QES of the operators hand. 

Signature and Submission Services Details:

• Operate the VPS (Virtual Post Office) on behalf of the operator (Germany only)

• Encrpyt + sign messages with the QES and send through the VPS (Germany only)

• Encrypt + sign messages with the QES or AES and submit to C.A. (Italy requirement)
